Charlie's has established its own U.S. bottling line dedicated to producing its own brand products to ensure that the company's products meet the stringent production standards of Texas and other major states.

Texas is the largest market for e-cigarette products in the United States. Effective September 1, 2025, Texas has enacted a new law banning the sale and possession of certain e-cigarette products, including those manufactured in China or sold under the name of certain "hostile countries." Tennessee and several other states are also considering similar legislation.

To sell and distribute fully compliant products in these markets, Charlie's became one of the first companies this week to launch a line of U.S.-made e-cigarettes. The company's popular Pachamama 25K line now meets Texas manufacturing requirements, allowing its high-end offerings to broadly appeal to adult consumers who prefer "Made in the USA" products. Previously, brands such as SKE, FASTA, and NEXA also launched "Made in the USA" disposable e-cigarette products.

Charlie's President Henry Sicignano III stated, "Our initial expectation was that establishing a bottling plant in the U.S. would alleviate shipping delays in the Far East and reduce tariff costs, but the new domestic production requirements in Texas have also created a significant sales opportunity for the company. With such strong market demand, we now plan to deploy all of our current U.S. production capacity to Texas; if all goes well and we expand our U.S. production in the coming months, we believe Texas has the potential to double our sales by 2026." Charlie's co-founder and COO Ryan Stump stated, "To the best of my knowledge, Pachamama is the only e-cigarette brand that has been on the market for over ten years and is fully compliant with Texas domestic production regulations. Charlie's award-winning flavors, well-known brand, and commitment to compliance are significant competitive advantages that set us apart. We expect Pachamama 25K to perform strongly in the Texas market!"
